10,000 Steps Came From a Product Name in 1965. Australia's Guidelines Now Say 7,000.
The world's best-known health target began as a pedometer's trade name. The largest review of the evidence puts the bend in the curve between 5,000 and 7,000 steps — and finds five outcomes where it never bends at all.

What happened. Australia’s 24-hour movement guidelines, released in March 2026, tell adults who track steps to aim for 7,000 or more a day. The figure comes from a meta-analysis of 57 studies published in The Lancet Public Health in July 2025.
What it means. The 10,000 it displaces was never a finding. A Japanese instrument maker put a pedometer on sale in 1965 with the number in its name, and the name outlived the product.
Risks and impact. The pooled evidence describes adults in more than ten countries, not any one person. Four outcomes flatten between 5,000 and 7,000 steps a day. Five others show no flattening anywhere in the range studied.
What can be done. Look up whether your country’s activity guidance names a step figure, and for which age group. Most national guidance is still written in minutes per week.
What to watch. Whether other countries follow Australia, and whether the age-specific analysis the 2025 authors call missing ever appears.

What happened
In 1965 a Japanese clock and instrument maker, Yamasa Tokei Keiki, put its first pedometer on sale. The company’s website still records the year and the name: the Manpo Meter. Man is ten thousand. Po is steps. Manpo-kei — ten-thousand-step meter — became Yamasa’s registered trademark and then, as the company notes, the ordinary Japanese word for any pedometer at all.
No study preceded the name. When I-Min Lee and colleagues at Harvard examined the goal in JAMA Internal Medicine in 2019, they wrote that its origin “is unclear” and “likely derives from the trade name” of that 1965 device. A review by Catrine Tudor-Locke and David Bassett in Sports Medicine in 2004 traced the figure to Japanese walking clubs and a business slogan.
In July 2025 The Lancet Public Health published the most thorough attempt yet at a defensible number. A team led by Melody Ding at the University of Sydney pooled 57 studies from 35 cohorts and meta-analysed 31 of them. Compared with 2,000 steps a day, 7,000 was associated with 47 percent lower all-cause mortality (hazard ratio 0.53, 95 percent confidence interval 0.46 to 0.60), 25 percent lower cardiovascular disease incidence, 38 percent lower dementia risk and 28 percent lower fall risk.
Eight months later Australia’s Department of Health, Disability and Ageing wrote it into national guidance: “For those who are able and track daily steps, aim for 7,000 or more steps per day.”
What the evidence supports
Three things hold up. Walking more goes with living longer, and the association survives the standard attempt to break it. When Lee’s team studied 16,741 US women with a mean age of 72, then re-ran the analysis excluding the first year of follow-up and every woman with existing heart disease, cancer or diabetes — the test for whether illness is causing inactivity rather than the reverse — the hazard ratio for the most active quarter moved only from 0.42 to 0.50. The 2025 mortality estimate pools 14 studies that largely agree (I-squared 36 percent). And the first few thousand steps buy the most in every dataset.
One thing is routinely misstated, including in the headlines. The 7,000 figure is not an inflection point. The authors report inflection points “at around 5000-7000 steps per day”, and only for four outcomes: all-cause mortality, cardiovascular disease incidence, dementia and falls. For cardiovascular mortality, cancer incidence, cancer mortality, type 2 diabetes and depressive symptoms they found a straight line, with no plateau anywhere in the range studied.
Much of it rests on very little. Dementia and cancer incidence rest on two studies each, cardiovascular mortality on three. Certainty was rated moderate for most outcomes, low for three and very low for falls. The Australian guideline document is blunter than the coverage was: the target “was based on the optimal threshold which ranged between 6000-9000 steps.”
How the story is being framed
Seven thousand is the new ten thousand. The reading that travelled. It has the direction right and the arithmetic wrong. Australia’s wording is “7,000 or more”. The paper’s own interpretation says 10,000 “can still be a viable target for those who are more active”. And five of the nine pooled outcomes never plateaued at all.
Ten thousand is still better. Andrew Scott of the University of Portsmouth said so plainly when the paper appeared: “In most cases the 10,000 steps per day will still be better than 7,000 steps, just by decreasing margins of health benefit return.” The University of Sydney’s summary of the paper reports “only a 7 percent extra reduction” in dementia risk at 10,000 steps, and almost nothing extra for mortality.
It depends how old you are. A 2022 meta-analysis of 15 international cohorts — 47,471 adults, 3,013 deaths, funded by the US Centers for Disease Control and Prevention — found the mortality curve flattening at 6,000 to 8,000 steps for adults aged 60 and over, and 8,000 to 10,000 for those under 60. The 2025 review lists the absence of age-specific analysis among its own limitations.
A step is a poor unit. It counts walking and nothing else. Scott made the point that cycling, swimming and rowing are not well represented by it, and neither is balance work or resistance training. Writing in April 2026, Matthew McLaughlin, Jo Salmon and Peter McCue went further: guidelines have never moved population activity, and without changes to roads, speed limits and zoning, “the guidelines tell people to do more - without more.”
The background
Watch what a trademark can do. The name crossed from Japanese walking clubs into English-language health writing, and by 2010 it was the default goal preset on fitness trackers. Lee’s team cited a Fitbit post called “The magic of 10,000 steps” as an example of how the figure propagated. Nobody had to defend it, because nobody had proposed it.
Yamasa itself has moved on. Its front page today promotes a different formula — 8,000 steps a day including 20 minutes of brisk walking — and credits Yukitoshi Aoyagi’s Nakanojo Study. That work, summarised by Aoyagi and Roy Shephard in Sports Medicine in 2009, tracked roughly 500 people aged 65 and over in one Japanese town and put the threshold for better physical health above 8,000 steps and 20 minutes a day of moderate effort. It was cross-sectional, in one town.
Japan’s health ministry says much the same in different units. Its Physical Activity and Exercise Guide for Health Promotion 2023 recommends 60 minutes a day of walking or harder for adults, glossed by the ministry as “about 8,000 steps or more”, and 40 minutes, about 6,000 steps, for people aged 65 and over. The national plan Health Japan 21 sets a population average of 7,100 steps a day as its target for the 2032 financial year. The measured average in 2019 was 6,278.
Almost everywhere else, official guidance still counts minutes. The World Health Organization’s 2020 guidelines ask adults for 150 to 300 minutes of moderate activity a week, and its physical activity fact sheet, updated in June 2024, does not mention steps at all.
The deeper story
Ask why 10,000 lasted sixty-one years without evidence, and the answer is not that people were gullible. It is that the number was very good at being a number.
Round figures behave differently from other figures. Devin Pope and Uri Simonsohn showed in Psychological Science in 2011 that they act as reference points: baseball players finish seasons just above a .300 batting average far more often than just below, and students scoring just under a round exam figure retake it more often than those just above. A threshold you can hold in your head becomes a thing you can fail.
That is precisely what makes it a poor instrument. The steepest part of every activity curve is at the bottom. In a harmonised meta-analysis of eight accelerometer studies published in The BMJ in 2019 — 36,383 adults, mean age 62.6 — the largest single fall in mortality risk came from leaving the least active quarter for the second, a hazard ratio of 0.48 against that floor. Nothing further up the scale came close.
So a target pitched high enough to feel like an achievement is pitched where it buys least, and furthest from the people it would help most. Someone on 3,000 steps a day who hears 10,000 has been handed a figure that is mathematically respectable, practically remote and quietly discouraging. Someone on 3,000 who hears 7,000 has been handed a smaller version of the same problem.
The honest shape was never a line. It is a slope: steep at the bottom, easing as it climbs, and in several conditions not levelling off at all. That is harder to print on a watch face, which is roughly how we got here.
