Nearly Half the Honey the EU Tested Failed. The New Label Says Where It Came From, Not What Is In It.
Since 14 June 2026 a jar of blended honey sold in the European Union must name every country of origin and its share. The test that would show whether the jar also contains sugar syrup is not due until 2028.

What happened
For twenty-five years the label on a supermarket blend could legally read: blend of EU and non-EU honeys. That sentence told you nothing, which was rather the point of it.
Directive (EU) 2024/1438, adopted on 14 May 2024, replaced it. Member states had to have the rules on their books by 14 December 2025 and apply them from 14 June 2026. A blend must now list every country of origin in descending order of weight, each with its percentage, in the main field of vision on the pack. A five percent tolerance applies to each share, checked against the packer’s own traceability records. Packs under 30 grammes may use two-letter country codes. Jars already produced, packed and labelled before June may sit on shelves for months yet.
What sits inside the jar is a separate question, and the Commission has published its own answer. Between November 2021 and February 2022, authorities in participating countries sampled 320 honey consignments imported from 20 countries and sent them to the Joint Research Centre. Of those, 147, or 46 percent, were suspected of breaching the Honey Directive because at least one marker of an outside sugar source turned up.
The pattern was not even. Sixty-six of 89 samples from China were flagged, 14 of 15 from Türkiye, and 10 of 10 arriving from the United Kingdom, which the Commission notes were probably produced elsewhere and processed there before re-export.
What the evidence supports
Two things are documented rather than argued.
The sample counts and the methods are published, in a technical report anyone can download. So is a negative result that matters more than the headline. The internationally recognised carbon-isotope test, the one built to catch added sugar, barely triggered at all. The JRC’s wording is careful and damning: it “was not effective in detecting honey suspicious of being adulterated. This is a clear indication that sugar syrups made of maize starch or sugarcane are no longer used to extend honey.”
The price gap is documented too, and it is the engine of the whole business. The report puts imported honey at 2.32 euros a kilo in 2021 against rice syrup at 0.40 to 0.60, depending on purity.
One thing is deliberately not proof, and the report says so before anyone else can. The methods that produced the 46 percent are “outside the scope of accreditation”, which the JRC flags as a problem for any authority wanting to act on the numbers. Establishing actual fraud took inspections, documents, phone and computer records. A marker is a reason to look, not a verdict.
And one thing remains genuinely unknown: how much of this reaches a shelf. These were consignments at import, not jars in shops, and no equivalent survey of retail honey across the EU has been published.
How the story is being framed
Testing will never be enough. Apimondia, BeeLife, the European Professional Beekeepers Association and Copa-Cogeca said so jointly in October 2025. Laboratory work helps, they argue, but cannot see fraud built into the process rather than the jar, such as syrup-fed colonies or honey dried under vacuum before the bees have finished it. They want a validated database of authenticity criteria, traceability from hive to consumer, mandatory audits and an international task force. What their framing sets aside is that the EU is only 63 percent self-sufficient in honey. Imports are not a policy choice.
The report was bad science. The Global Honey Organization, a trade body based in Switzerland, published a rebuttal in April 2025 calling the exercise a debacle. Its case is specific: some of the markers relied on occur naturally in honey, mannose among them, and member states used different methods without common validation. It proposes that one liquid-chromatography isotope method become the single EU standard, applied to European and imported honey alike. That is a fair objection to an unaccredited result. It is also a narrower net, and a narrower net is worth money to whoever is on the wrong side of it.
Label what you can prove. The Commission’s course is the pragmatic one. Origin is documentable today; composition is not. So the visible rule arrives in 2026 and the chemistry is scheduled: harmonised detection methods by June 2028, traceability requirements by June 2029, with a Honey Platform of up to 90 members convened since November 2024 to get there. Four years is a long time to stand in a shop holding a jar.
The background
The market explains the pressure. The EU produced roughly 246,000 tonnes of honey in 2024 from about 20 million hives kept by 758,194 registered beekeepers, and still imported 174,688 tonnes, chiefly from Ukraine and China. Extra-EU honey arrived at an average 1.94 euros a kilo in 2024; the average for Chinese honey was 1.30. EU beekeepers received 5.98 euros a kilo at the site of production and 2.92 in bulk at wholesale.
The chemistry explains why the old test stopped working. Plants build sugar by two different photosynthetic routes, and the two leave slightly different proportions of the heavier carbon isotope behind. Maize and sugarcane belong to one group. Nectar-bearing plants belong to the other, along with rice, wheat and sugar beet. A test designed to spot cane or maize sugar in honey is therefore blind to syrups made from rice or beet, and, as the JRC found, those are now the ones being used.
An earlier round makes the trend look worse than it can be shown to be. In the 2015 to 2017 action, member states collected more than 2,000 samples and sent 893 to the JRC, which found added sugar in 14 percent of them. Fourteen against 46 is not a like-for-like comparison: different sampling, different stage of the chain, and a different toolbox. What the two do share is the direction of travel of the syrups themselves.
The deeper story
Honey is almost the only thing in a food shop sold on a name instead of a recipe. There is no ingredients list, because the word is the ingredients list. That is a remarkable amount of trust to place in six letters, and it has held up for a very long time.
It also shapes the fraud. Nothing is added to honey in the sense that a chemical is added to a sauce. Honey is extended: made into more of itself, at a fifth of the cost, with a syrup that behaves like it and, until recently, tested like it. The product does not become another thing. It becomes a larger quantity of the same claim.
What is worth taking away is the shape of the problem, because it is not confined to honey. The test defines the boundary, and the boundary is where the market moves. When the recognised method looked for cane and maize sugar, the syrup became rice and beet. Nobody had to be especially clever. They only had to read the standard, which is public, and price the gap between what it measures and what the word promises.
That is why the Commission’s answer is not a better instrument but a paper trail: records, audits, origin. Chemistry asks what is in the jar and gets an answer that can be engineered around. Documents ask where it has been, which is harder to invent and easier to check twice.
Which leaves the label itself as a quiet confession. It tells you what the chain can currently prove, and by its silence, what it cannot. Reading it properly means reading both halves — and noticing that the honest part of the sentence is the part that is missing.
